In the event that city of Richmond government offices are closed, because of inclement weather or other emergency situations, on scheduled pre-bid meetings, published bid openings, pre-proposal meetings, and on proposal due dates, they will default to the next open business day at the same time.

Receipt of an Unsolicited Proposal for the Design and Construction of a New Jail Facility

The City of Richmond Department of Procurement Services has received and accepted for public notice and conceptual-phase consideration, an unsolicited proposal under the Public Private Education Facilities and Infrastructure Act (PPEA) of 2002, for the Design and Construction of a New Jail Facility. In accordance with the PPEA published procedures, the Department of Procurement Services:

1. Has received an Unsolicited Proposal;
2. Has reviewed the received Proposal;
3. May negotiate a Comprehensive agreement with a proposer based on the proposal; and,
4. Will accept for simultaneous consideration any competing proposals that comply with the procedures adopted by the City of Richmond the provisions of the PPEA (Richmond City Code Section 74-401 through 74-408.

Copies of the unsolicited proposals submitted as a result of this public notice shall be available upon request, subject to the provisions of the Virginia Freedom of Information Act, Code of Virginia, § 2.2-3700 et seq., Richmond City Code Chapter 74.5 (a) and 74.402 (g) of the PPEA. Contact DPS, at erna.robinson@richmondgov.com to inquire about the proposal. Additionally, this notice will be posted on the City’s website www.richmondgov.com/Procurement/index.aspx.

DPS will accept for simultaneous consideration any competing proposals that comply with the provisions of the PPEA. Proposals shall be accepted until 3:30 p.m., eastern daylight savings time, on Friday, April 30, 2010. No additional proposals that are prepared in response to this PPEA public notice shall be accepted after this date and time.

Any vendor submitting a competing proposal shall provide DPS one original of its proposal and 12 copies.
